720 – Lockout/Tagout (LOTO) for Competent Person

Lockout/Tagout (LOTO) safety training covering hazardous-energy recognition, energy isolation, shutdown procedures, lockout and tagout devices, stored energy, verification of isolation, restoration of equipment, and employee responsibilities.

Designed for personnel who work with or around machinery and equipment and individuals who may be assigned competent person or safety oversight responsibilities involving hazardous energy.

Completion of this training does not, by itself, designate or certify an individual as a Competent Person, Qualified Person, or Authorized Employee for every LOTO activity. Employer designation, authorization, and applicable task-specific training are required.

Description

This training provides instruction in the recognition, evaluation, and control of hazardous energy associated with the servicing, maintenance, installation, adjustment, inspection, and operation of machinery and equipment.

The course addresses the fundamental principles of Lockout/Tagout (LOTO), including hazardous energy recognition, energy-control procedures, shutdown and isolation, lockout and tagout devices, verification of energy isolation, stored or residual energy, and the safe restoration of equipment to service.

Participants will receive instruction on identifying hazardous energy sources, including electrical, mechanical, hydraulic, pneumatic, chemical, thermal, gravitational, and other forms of stored or potential energy that may expose employees to injury.

Training topics may include authorized and affected employee responsibilities, energy-isolating devices, locks and tags, machine shutdown, isolation of energy sources, application of lockout/tagout devices, release or restraint of stored energy, verification of a zero-energy or otherwise safe condition, group lockout/tagout considerations, shift or personnel changes, and removal of lockout/tagout devices in accordance with established employer procedures.

The training also emphasizes that simply turning off a machine, operating a control switch, emergency stop, or disconnecting a control circuit may not constitute adequate hazardous-energy isolation. Employees must follow the employer’s established energy-control procedures and verify appropriate isolation before servicing or maintenance begins.

Individuals assigned competent person or safety oversight responsibilities should understand how to recognize existing and predictable hazardous-energy conditions within the scope of their assigned duties and how to initiate appropriate corrective measures in accordance with employer procedures and their assigned authority.

Applicable requirements may include OSHA 29 CFR 1910.147 – The Control of Hazardous Energy (Lockout/Tagout), electrical safety requirements, machine-specific requirements, and applicable construction-industry standards depending on the equipment, energy source, and work activity involved.

This training is intended to supplement, not replace, the employer’s written energy-control program, machine-specific energy-control procedures, equipment-specific training, electrical safe-work practices, manufacturer instructions, or other applicable regulatory requirements.

Completion of this course does not, by itself, designate or certify an individual as a Competent Person, Qualified Person, or Authorized Employee for every lockout/tagout activity. Employer designation, authorization, task-specific training, knowledge, experience, and appropriate authority must be consistent with the individual’s assigned responsibilities.
