719 – Ladder Safety for Competent Person

Ladder safety training covering ladder selection, inspection, setup, positioning, securement, climbing practices, access and egress, electrical hazards, defective ladders, fall hazards, and safe work practices.

Designed for construction personnel and individuals who may be assigned competent person responsibilities involving ladder use and ladder-related hazards.

Completion of this training does not, by itself, designate or certify an individual as a Competent Person or Qualified Person. Employer designation and appropriate authority are required.

Description

This training provides instruction in the recognition, evaluation, and control of hazards associated with the selection, inspection, setup, use, and maintenance of ladders in construction and workplace environments.

The course addresses common ladder hazards, including falls from elevation, unstable or uneven surfaces, improper ladder selection, damaged or defective ladders, electrical hazards, improper positioning, overreaching, unsafe climbing practices, and the improper use of ladders around openings, access points, and work areas.

Participants will receive instruction on portable ladders, stepladders, extension ladders, job-made ladders where applicable, ladder inspection, load capacity, proper setup, securement, climbing practices, maintaining appropriate contact while climbing, safe access and egress, and removing defective ladders from service.

The training also addresses ladder positioning, appropriate climbing angles, ladder extension above upper landing surfaces when ladders are used for access, keeping areas around ladders clear, preventing displacement, manufacturer requirements, and selecting the correct ladder for the work being performed.

Individuals assigned competent person responsibilities should be capable of identifying existing and predictable ladder hazards within the scope of their assigned duties and understand the corrective measures necessary to address unsafe conditions in accordance with employer procedures and their assigned authority.

Applicable construction requirements may include OSHA 29 CFR 1926 Subpart X – Stairways and Ladders, including 29 CFR 1926.1053 – Ladders and applicable training requirements.

This training is intended to supplement, not replace, employer-specific ladder safety procedures, site-specific hazard assessments, manufacturer instructions, equipment-specific requirements, or other applicable regulatory requirements.

Completion of this course does not, by itself, designate or certify an individual as a Competent Person or Qualified Person. Competent Person designation is the responsibility of the employer and must be based on the individual’s knowledge, training, experience, assigned responsibilities, and authority to take prompt corrective measures.
