726 – Scaffold Safety for Competent Person

Scaffold safety training covering scaffold hazards, inspections, foundations, platforms, access, fall protection, falling-object protection, load capacity, stability, electrical hazards, scaffold components, and safe erection, use, alteration, and dismantling practices.

Designed for construction personnel who perform scaffold-related work and individuals who may be assigned Competent Person responsibilities under OSHA scaffold requirements.

Completion of this training does not automatically constitute employer designation as a Competent Person or Qualified Person. Employer designation and the knowledge, experience, authority, and qualifications required for the assigned scaffold responsibilities remain applicable.

Description

This training provides instruction in the recognition, evaluation, and control of hazards associated with scaffolds and scaffold operations in construction environments, with emphasis on responsibilities that may be assigned to a Competent Person.

The course addresses common scaffold hazards, including falls from elevation, scaffold collapse, falling objects, electrical hazards, inadequate access, unstable foundations, improper loading, damaged components, unsafe modifications, and environmental conditions that may affect scaffold safety.

Participants will receive instruction on scaffold components, foundations and support, platforms, access, guardrail systems, personal fall protection considerations, falling-object protection, load capacity, scaffold stability, clearance from energized power lines, and safe work practices.

Training topics may include supported scaffolds, suspended scaffolds where applicable, mobile scaffolds, scaffold access, platform construction, component compatibility, bracing, ties, guys and outriggers, safe loading, material placement, weather conditions, and recognizing damaged, altered, incomplete, or improperly erected scaffold systems.

The course also addresses the role of the Competent Person in scaffold safety, including identifying existing and predictable scaffold hazards and taking prompt corrective measures within the scope of assigned authority. Applicable responsibilities may include inspections, oversight of certain scaffold activities, assessment of changing conditions, and other duties specifically assigned by applicable requirements and the employer.

Scaffolds and scaffold components should be inspected for visible defects by a Competent Person before each work shift and after occurrences that could affect the scaffold’s structural integrity, as required by applicable OSHA provisions.

Erection, dismantling, moving, or alteration of scaffolds must be performed under the supervision and direction required by applicable OSHA standards, with employees selected and appropriately trained for the work being performed.

Applicable requirements include OSHA 29 CFR 1926 Subpart L – Scaffolds, including 29 CFR 1926.450, 1926.451, 1926.452, and applicable training requirements under 1926.454.

This training is intended to supplement, not replace, employer-specific scaffold procedures, scaffold manufacturer instructions, site-specific hazard assessments, required employee training, engineering requirements, or scaffold-specific qualifications applicable to the work being performed.

Completion of this course does not automatically constitute employer designation as a Competent Person or Qualified Person. The employer is responsible for assigning individuals to regulatory roles based on the applicable OSHA requirements and the individual’s knowledge, training, experience, assigned responsibilities, and authority to take prompt corrective measures.
