730 – Walking-Working Surfaces for Competent Person

Walking-working surfaces safety training covering slips, trips and falls, housekeeping, floor openings and holes, access routes, stairs, ladders, ramps, elevated work areas, surface conditions, and applicable fall-protection measures.

Designed for construction and workplace personnel and individuals who may be assigned competent person or safety oversight responsibilities involving walking-working surface hazards.

Completion of this training does not, by itself, designate or certify an individual as a Competent Person or Qualified Person. Employer designation and applicable task-specific requirements remain the responsibility of the employer.

Description

This training provides instruction in the recognition, evaluation, and control of hazards associated with walking-working surfaces in construction and workplace environments.

The course addresses conditions that may expose employees to slips, trips, falls, falling objects, unprotected sides and edges, floor openings, holes, unsafe access routes, damaged surfaces, poor housekeeping, and other hazards associated with walking and working areas.

Participants will receive instruction on identifying and evaluating walking-working surface hazards, maintaining safe access and egress, housekeeping, surface condition, load considerations, floor openings and holes, stairways, ladders, ramps, passageways, elevated work areas, and appropriate protective measures.

Training topics may include recognizing slip and trip hazards, keeping walking-working surfaces clean and orderly, controlling debris and materials, protecting openings and holes, maintaining safe access routes, identifying damaged or deteriorated surfaces, and selecting appropriate corrective measures based on workplace conditions.

The course also addresses fall hazards associated with elevated walking-working surfaces and the use of appropriate protective systems when required. Depending on the work activity, protective measures may include guardrail systems, personal fall protection systems, covers, barricades, warning systems, or other methods permitted by applicable requirements.

Individuals assigned competent person or safety oversight responsibilities should be capable of recognizing existing and predictable hazards associated with walking-working surfaces within the scope of their assigned duties and initiating appropriate corrective measures in accordance with employer procedures and their assigned authority.

For General Industry workplaces, applicable requirements may include OSHA 29 CFR 1910 Subpart D – Walking-Working Surfaces and applicable provisions of 29 CFR 1910 Subpart I – Personal Protective Equipment.

For construction activities, applicable requirements may include OSHA 29 CFR 1926 Subpart M – Fall Protection, 29 CFR 1926 Subpart X – Stairways and Ladders, and other construction requirements applicable to the specific walking-working surface or work activity.

This training is intended to supplement, not replace, employer-specific safety procedures, workplace inspections, site-specific hazard assessments, fall-protection requirements, equipment-specific training, or other applicable regulatory requirements.

Completion of this course does not, by itself, designate or certify an individual as a Competent Person or Qualified Person. Employer designation must be based on the applicable requirements and the individual’s knowledge, training, experience, assigned responsibilities, and authority to take prompt corrective measures.
