Description
This training provides instruction in flagger operations, temporary traffic control, and work-zone safety for personnel who perform or oversee flagging activities and individuals who may be assigned responsibilities associated with competent person duties.
The course addresses the recognition and control of hazards associated with vehicular and pedestrian traffic in and around construction work zones. Topics may include flagger responsibilities, temporary traffic control principles, work-zone hazards, positioning and visibility, communication methods, hand-signaling devices, STOP/SLOW paddles, traffic flow, advance warning areas, transition areas, activity areas, termination areas, and emergency considerations.
Participants will receive instruction on proper flagger positioning, maintaining adequate sight distance, communicating effectively with motorists and other workers, coordinating traffic movement, recognizing unsafe traffic conditions, and responding appropriately when work-zone conditions change.
The training also addresses personal protective equipment (PPE), high-visibility safety apparel, worker positioning, escape routes, environmental conditions, nighttime operations, equipment movement, pedestrian considerations, and coordination with the applicable temporary traffic control plan.
Flaggers should understand the traffic-control procedures applicable to the specific work zone and perform their duties in accordance with employer requirements, project specifications, applicable regulations, and the traffic-control plan established for the operation.
This training is intended to supplement, not replace, an employer’s site-specific traffic-control procedures, project-specific traffic-control plan, required state or local flagger certification, or other training and qualification requirements applicable to the work being performed.
Completion of this course does not, by itself, designate or certify an individual as a Competent Person, Qualified Person, or state-certified flagger. Employer designation, authorization, applicable training or certification, knowledge, experience, and demonstrated ability must be appropriate to the individual’s assigned responsibilities.
Applicable requirements may include OSHA 29 CFR Part 1926, applicable provisions addressing signs, signals, barricades and worker protection, the current applicable edition of the Manual on Uniform Traffic Control Devices (MUTCD), and state or local traffic-control requirements.
