714 – Hand and Power Tools for Competent Person

Hand and power tool safety training covering hazard recognition, tool selection, pre-use inspections, guarding, electrical and pneumatic hazards, abrasive wheels, safe operating practices, PPE, maintenance, and control of unsafe conditions.

Designed for construction personnel and individuals who may be assigned competent person responsibilities involving hand and power tool operations.

Completion of this training does not, by itself, designate or certify an individual as a Competent Person or Qualified Person. Employer designation and appropriate authority are required.

Description

This training provides instruction in the recognition, evaluation, and control of hazards associated with the selection, inspection, use, maintenance, and storage of hand and power tools in construction and workplace environments.

The course addresses common hazards associated with hand tools, portable power tools, electric tools, pneumatic tools, abrasive wheels and grinders, saws, impact tools, powder-actuated tools, jacks, and other equipment commonly used in construction activities.

Participants will receive instruction on pre-use inspections, damaged or defective tools, proper guards and safety devices, electrical hazards, grounding and double-insulated tools, extension cords, pneumatic systems, compressed air, abrasive wheel safety, machine components, proper tool selection, manufacturer instructions, and safe operating practices.

The training also addresses personal protective equipment (PPE), eye and face protection, hearing protection, hand protection, housekeeping, work-area conditions, employee exposure, struck-by and caught-in hazards, flying particles, sparks, electrical shock, cuts, burns, and other hazards that may result from improper tool use.

Individuals assigned competent person responsibilities should be capable of identifying existing and predictable hazards associated with the work and understand the corrective measures and employer procedures necessary to address unsafe conditions within the scope of their assigned authority.

Applicable requirements may include OSHA 29 CFR Part 1926 Subpart I – Tools – Hand and Power, including 29 CFR 1926.300 through 1926.307, as applicable to the tools and equipment being used.

This training is intended to supplement, not replace, employer-specific safety programs, manufacturer instructions, equipment-specific training, site-specific procedures, or other applicable regulatory requirements.

Completion of this course does not, by itself, designate or certify an individual as a Competent Person or Qualified Person. Competent Person designation is the responsibility of the employer and must be based on the individual’s knowledge, training, experience, assigned responsibilities, and authority to take prompt corrective measures.
