728 – Silica Safety for Competent Person

Respirable crystalline silica safety training covering silica hazard recognition, OSHA Table 1, engineering and work-practice controls, respiratory protection considerations, housekeeping, restricted-access procedures, and implementation of the Written Exposure Control Plan.

Designed for construction personnel and individuals who may be designated by their employer to perform Competent Person responsibilities under OSHA’s construction silica standard.

Completion of this training does not, by itself, constitute employer designation as a Competent Person. The employer must determine that the individual possesses the required knowledge and ability and provide the authority necessary to fulfill the responsibilities of the role.

Description

This training provides instruction in the recognition, evaluation, and control of hazards associated with occupational exposure to respirable crystalline silica in construction, with emphasis on responsibilities that may be assigned to a Competent Person.

The course addresses common construction materials and activities that may generate respirable crystalline silica, including cutting, grinding, drilling, crushing, chipping, sawing, demolition, and other operations involving concrete, masonry, brick, block, stone, mortar, and similar silica-containing materials.

Participants will receive instruction on respirable crystalline silica hazards, exposure-control methods, engineering controls, work-practice controls, respiratory protection considerations, housekeeping practices, restricted-access procedures, and methods used to minimize employee exposure.

Training topics may include OSHA Table 1 specified exposure-control methods, integrated water-delivery systems, local exhaust ventilation and dust collection, HEPA-filtered equipment, respiratory protection requirements, equipment and control-system inspection, and maintaining effective exposure controls during silica-generating activities.

The course also addresses the Written Exposure Control Plan, including identification of silica-generating tasks, engineering and work-practice controls, respiratory protection used for each task, housekeeping measures, and procedures used to restrict access when necessary to minimize employee exposure.

Under OSHA’s construction silica standard, the employer must designate a Competent Person to make frequent and regular inspections of job sites, materials, and equipment for purposes of implementing the Written Exposure Control Plan.

A Competent Person under the silica standard must be capable of identifying existing and foreseeable respirable crystalline silica hazards in the workplace, have the knowledge and ability necessary to fulfill the responsibilities established by the standard, and have authorization to take prompt corrective measures to eliminate or minimize those hazards.

Applicable requirements include OSHA 29 CFR 1926.1153 – Respirable Crystalline Silica, located within 29 CFR 1926 Subpart Z – Toxic and Hazardous Substances.

This training is intended to supplement, not replace, the employer’s Written Exposure Control Plan, exposure assessment, Table 1 requirements or alternative exposure-control methods, respiratory protection program, medical surveillance requirements where applicable, equipment-specific procedures, or other applicable regulatory requirements.

Completion of this training does not, by itself, constitute employer designation as a Competent Person under 29 CFR 1926.1153. The employer must determine that the individual has the knowledge and ability necessary to perform the required duties and must provide the authority necessary to take prompt corrective measures.
