731 – Steel Erection Safety for Competent Person

Steel erection safety training covering structural stability, hoisting and rigging, steel assembly, columns, beams, joists, decking, falling-object protection, fall protection, crane-related hazards, access, and hazard recognition.

Designed for construction personnel and individuals who may be assigned Competent Person or safety oversight responsibilities during steel erection operations.

Completion of this training does not, by itself, designate or certify an individual as a Competent Person, Qualified Person, Qualified Rigger, Signal Person, or crane operator. Employer designation and applicable task-specific qualifications remain required.

Description

This training provides instruction in the recognition, evaluation, and control of hazards associated with steel erection activities in construction, with emphasis on responsibilities that may be assigned to a Competent Person.

The course addresses common hazards encountered during structural steel erection, including falls from elevation, falling objects, suspended loads, structural instability, material handling, crane operations, rigging hazards, decking operations, steel joist erection, column stability, and changing site conditions.

Participants will receive instruction on hazard recognition, site preparation, structural stability, safe access, fall protection, controlled decking zones where applicable, protection from falling objects, hoisting and rigging considerations, and coordination between employees involved in steel erection operations.

Training topics may include hoisting and rigging, structural steel assembly, columns, beams, joists, decking, multiple-lift rigging procedures, crane-related hazards, connections, temporary bracing, anchor rods, erection stability, fall-protection systems, personal protective equipment, and safe work practices applicable to steel erection.

The course also addresses the importance of preplanning steel erection activities, maintaining communication between affected employees, controlling access to hazardous areas, evaluating changing conditions, and ensuring that required protective measures remain effective throughout the operation.

Individuals assigned Competent Person responsibilities must be capable of identifying existing and predictable hazards applicable to their assigned duties and have authorization to take prompt corrective measures. Certain steel erection activities specifically require oversight or determinations by a Competent Person, while other activities may require a Qualified Person or other specifically qualified personnel.

Applicable requirements include OSHA 29 CFR 1926 Subpart R – Steel Erection, including applicable provisions addressing site layout, hoisting and rigging, structural steel assembly, column anchorage, beams and columns, open web steel joists, systems-engineered metal buildings, falling-object protection, fall protection, and training.

Other OSHA construction requirements may also apply depending on the activity, including requirements related to cranes and derricks, rigging equipment, personal protective equipment, electrical hazards, and other construction operations.

This training is intended to supplement, not replace, employer-specific steel erection procedures, site-specific erection plans where required, engineering requirements, manufacturer instructions, fall-protection programs, crane and rigging requirements, or task-specific training and qualifications.

Completion of this course does not, by itself, designate or certify an individual as a Competent Person, Qualified Person, Qualified Rigger, Signal Person, crane operator, or other specialized role. Employer designation and applicable knowledge, training, experience, evaluation, qualification, and authority remain required for the responsibilities assigned.
