MSHA Part 46 New Miner Training – 24 Hour

The A.R.G. Construction, Safety & Health MSHA Part 46 New Miner Training program provides safety and health training for new miners working at mining operations covered by 30 CFR Part 46.

The program is structured around the New Miner Training requirements established under 30 CFR §46.5 and emphasizes mine-specific hazard recognition, safe work practices, emergency preparedness, miners’ rights, and the health and safety aspects of assigned tasks.

• Loose or Unstable Ground Hazard Awareness

• Escape and Emergency Evacuation Plans
• Fire Warning Signals and Firefighting Procedures
• Health and Safety Aspects of Assigned Tasks
• Safe Work Procedures for Assigned Tasks
• Applicable Mandatory Health and Safety Standards
• Statutory Rights of Miners and Their Representatives
• Line of Authority of Supervisors and Miners’ Representatives
• Responsibilities of Supervisors and Miners’ Representatives
• Mine Rules and Procedures for Reporting Hazards
• Use, Care, and Maintenance of Self-Rescue and Respiratory Devices, When Used at the Mine
• Review of First Aid Methods

Initial Training Requirement: Before a new miner begins work, the miner must receive no less than four hours of training covering the subjects required by 30 CFR §46.5(b), including applicable site-specific hazards.

Course Duration: No Less Than 24 Hours

Training Completion: The required 24 hours of New Miner Training must be completed within 90 calendar days after the miner begins work. Required training concerning self-rescue and respiratory devices, when applicable, and review of first aid methods must be provided within 60 calendar days.

Observation Requirement: A new miner who has not completed the full 24 hours of New Miner Training must work where an experienced miner can observe the new miner performing work in a safe and healthful manner.

Site-Specific Training: Training must address applicable mine-specific hazards. Miners and contractors may require additional site-specific hazard awareness, task training, or other training based on the mine, assigned work, equipment, and hazards encountered.

Training Documentation: Training records must be completed and certified in accordance with applicable 30 CFR Part 46 requirements.
