A.R.G. Construction, Safety & Health provides Off-Highway Truck Operator Safety Training designed to provide participants with the knowledge and practical understanding necessary to safely operate rigid-frame haul trucks, mining haul trucks, quarry trucks, and similar off-highway hauling equipment used in construction, mining, quarrying, aggregate operations, earthmoving, site development, and other applicable heavy-equipment operations.

Off-highway trucks are large, heavy vehicles that may operate on steep grades, haul roads, uneven terrain, stockpiles, loading areas, and dump points. Operations can expose operators and ground personnel to rollover, limited visibility, backing hazards, equipment interaction, unstable ground, excessive speed, brake hazards, falling material, roadway edges, overhead power lines, and other serious hazards. This training program addresses equipment familiarization, pre-operation inspection, safe travel, loading and dumping, haul-road safety, vehicle stability, traffic management, communication, emergency procedures, manufacturer requirements, and operator responsibilities.

Training Discipline: Off-Highway Hauling, Heavy Equipment & Haul-Road Safety

Equipment: Rigid-Frame Haul Truck / Off-Highway Truck / Mining Haul Truck / Quarry Truck / Heavy Construction Haul Truck, as Applicable

Training Format: Training may include formal instruction, demonstrations, practical equipment training, and evaluation of operator performance, as applicable.

Practical Training: Practical training should be appropriate to the specific off-highway truck the participant is expected to operate. Training should address controls, steering, braking, retarders, payload capacity, loading, hauling, dumping, backing, visibility, grades, haul roads, dump points, traffic rules, and other equipment-specific operating characteristics.

Haul-Road Safety Notice: Off-highway trucks may operate on steep grades, unpaved haul roads, sharp curves, intersections, and surfaces affected by dust, mud, water, loose material, or changing weather. Operators should follow site traffic rules, maintain appropriate speed and following distance, and operate according to equipment and roadway conditions.

Brake & Retarder Safety Notice: The ability to safely control an off-highway truck on grades depends on the condition and proper use of its braking and retarding systems. Operators should understand the specific equipment’s braking and retarding systems, manufacturer limitations, and site procedures before operating on grades.

Loading Safety Notice: Loading equipment can expose haul trucks to falling material, overloading, uneven load distribution, and equipment interaction hazards. Operators should position trucks according to site procedures and maintain communication with loading-equipment operators.

Dump-Point Safety Notice: Dump areas can present unstable ground, inadequate edge protection, soft material, steep drop-offs, overhead hazards, and rollover risks. Operators should inspect or verify dump conditions, maintain appropriate clearance, and follow site-specific dump procedures.

Raised-Body Safety Notice: A raised dump body creates serious crushing and stored-energy hazards. Personnel should not work beneath or enter hazardous areas around a raised body unless the equipment has been properly secured and manufacturer-approved or otherwise appropriate mechanical support and hazardous-energy-control procedures are in place.

Tire & Rim Safety Notice: Large off-highway truck tires and wheel assemblies can contain extremely high stored energy. Tire inflation, deflation, inspection, removal, installation, and repair should be performed only by personnel appropriately trained and authorized for those tasks using suitable procedures and equipment.

MSHA Applicability Notice: Off-highway trucks operated at mines or other operations subject to Mine Safety and Health Administration requirements may be governed by additional MSHA standards, site procedures, task training, and equipment requirements. This course should not be represented as automatically satisfying MSHA Part 46 or Part 48 training requirements unless applicable training is separately provided and properly documented.

Equipment-Specific Training Notice: Off-highway trucks vary significantly in size, capacity, controls, braking and retarding systems, steering, visibility, dump-body systems, safety devices, and operating characteristics. Operators should receive instruction and familiarization appropriate to the specific equipment they are expected to operate.

Employer Responsibility Notice: Completion of an A.R.G. classroom or knowledge-based training component does not by itself authorize an individual to operate an off-highway truck. Employers remain responsible for determining applicable requirements and ensuring equipment-specific instruction, practical training, evaluation, authorization, supervision, traffic controls, site-specific procedures, protective equipment, and documentation appropriate to the equipment, task, and workplace.

Training Certificate: Participants who successfully complete applicable training and evaluation requirements may receive an A.R.G. Construction, Safety & Health Certificate of Training documenting completion of the Off-Highway Truck Operator Safety Training program.

The certificate documents training completed and should not be represented as an OSHA-issued or MSHA-issued credential, governmental operator license, CDL, or governmental certification.
