Policy: ARG-TR-001
Version: 2.0
Originally Established: April 30, 2026
Version 2.0 Formalized: October 27, 2026
Status: Management Confirmed
COMPLIANCE IS NOT OPTIONAL.
CREDENTIAL INTEGRITY IS NON-NEGOTIABLE.
A.R.G. Construction, Safety & Health (ARG) is committed to legitimate, documented and professionally administered safety training. No financial consideration, employment urgency, client request or third-party pressure shall justify bypassing applicable training requirements.
1. REGULATORY FRAMEWORK & PROGRAM REQUIREMENTS
Official OSHA Outreach Training Program courses shall be conducted in accordance with applicable OSHA Outreach Training Program Requirements, industry-specific procedures and relevant Authorizing Training Organization (ATO) instructions.
All official courses must be delivered by trainers holding current authorization for the applicable industry.
ARG will not represent private institutional training as official OSHA Outreach training or imply OSHA endorsement, accreditation or company-wide certification.
2. OFFICIAL OSHA 10-HOUR & 30-HOUR OUTREACH TRAINING
Official Outreach classes in Construction, General Industry and Maritime must satisfy the applicable program requirements, including:
- Instruction by an appropriately authorized OSHA Outreach trainer.
- A minimum of three (3) students per class, unless an exception is authorized in writing by the appropriate ATO.
- Completion of all required instructional hours and mandatory topics.
- Accurate student identification and documented attendance.
- Compliance with applicable instructional schedules, participation requirements and training procedures.
- Submission of official OSHA/DOL Outreach card requests through authorized channels.
NO PARTICIPANT SHALL BE REPRESENTED AS HAVING COMPLETED AN OFFICIAL OSHA OUTREACH COURSE WITHOUT SATISFYING ALL APPLICABLE REQUIREMENTS.
3. ZERO TOLERANCE FOR FRAUDULENT TRAINING PRACTICES
ARG expressly prohibits the following conduct:
- Selling or promising official OSHA/DOL Outreach cards without qualifying training.
- Falsifying attendance records, instructional hours, course documents or participant identities.
- Issuing misleading documents intended to imitate official OSHA/DOL cards.
- Using trainers without the required current authorization.
- Misrepresenting private institutional training as official OSHA Outreach training.
- Making unauthorized exceptions to mandatory program requirements.
Suspected violations may result in suspension of enrollment, documented administrative review, corrective action and notification to the appropriate ATO or competent authority when warranted.
4. ARG PRIVATE INSTITUTIONAL SAFETY TRAINING
ARG may offer private institutional safety training to individuals or groups without a minimum enrollment requirement.
Private programs have their own learning objectives, course materials, attendance records and institutional certificates of completion.
IMPORTANT CREDENTIAL DISCLAIMER
ARG-ISSUED INSTITUTIONAL CERTIFICATES ARE NOT OFFICIAL OSHA/DOL OUTREACH COURSE COMPLETION CARDS.
These institutional certificates do not replace an official OSHA/DOL Outreach card when one is specifically required by an employer, contractor, project, jurisdiction or applicable requirement.
5. PARTICIPANT & CLIENT RESPONSIBILITIES
Before enrollment, each participant or client is responsible for identifying the specific training or credential required by their employer, contractor, project or applicable authority.
Participants must provide accurate information, complete required instructional hours, maintain attendance and comply with course procedures.
False or misleading information may result in denial or suspension of enrollment, subject to applicable requirements and contractual obligations.
6. RECORDS, VERIFICATION & ACCOUNTABILITY
ARG shall maintain appropriate training records, including:
- Trainer authorization documentation.
- Course dates, schedules and instructional topics.
- Student enrollment and attendance records.
- Instructional hours and course completion documentation.
- Official card requests and related correspondence.
- Authorized exceptions, incidents and corrective actions, where applicable.
Official Outreach training records shall be retained for at least five years, consistent with applicable program requirements.
ARG shall cooperate with properly authorized compliance reviews and preserve relevant documentation when compliance concerns arise.
7. ENFORCEMENT & CORRECTIVE ACTION
When applicable training requirements cannot be satisfied, ARG may postpone, suspend, cancel or correct the training process as appropriate.
Payment, urgent employment needs or client pressure do not entitle any individual or organization to bypass mandatory program requirements.
NO SHORTCUTS.
NO FICTITIOUS TRAINING HOURS.
NO CARDS WITHOUT COMPLIANCE.
8. POLICY ADMINISTRATION & INSTITUTIONAL AUTHORITY
This policy is administered by ARG management and the responsible authorized trainer.
It is subject to review and revision when OSHA Outreach Training Program requirements, industry-specific procedures or ATO instructions change.
This is an institutional policy of ARG. Its publication does not constitute approval, accreditation, certification or endorsement by OSHA or the U.S. Department of Labor.
